Complaints should be brief and outline cause of complaint, efforts made by the complainant to secure redressal, the result thereof and what relief is sought and from whom. The complaint should be against the authority involved and not any official by name.

Many years ago, a few days after I took up a new job as a communications professional, a senior colleague approached me with a strange request. Ram, his son, who was studying in Standard V, had to write an essay on the topic “Honesty is the best policy”. Should We Coddle the Super-rich?

Even those who are not seeking kingdom of God, are doing charity for its own sake. Some do it in enlightened self interest. Extreme poverty and inequality can drive the deprived to violence and revolt to wipe out the rich. Some pursue philanthropy for its own sake, with the idea of sharing riches with the downtrodden. On the global level, Bill Gates and Warren Buffet, the chairman and chief executive of Berkshire Hathaway, are in the forefront of a movement to persuade the super-rich to pledge part of their riches for philanthropy. They have met Indian super-rich for this purpose.
Warren Buffet, in the excerpts of his article below, deprecates the tendency of government to coddle the super-rich with tax breaks and other incentives. In India, too, such tax breaks and concessions to the corporate sector, running into thousands of crores, are common. Who benefits from these? The haves at the cost of have-nots. Corporate sector profits end up as dividend pay-outs and share value appreciation. Who own shares? Not the common man or the poor. Buffets presentation has to be viewed against this background. This brings us to the famous case in the Supreme Court some months ago in which the court ordered the distribution of grains to the poor, instead of allowing them to rot. While doing so, the court was intering into the sphere of justice and beyond its function to interpret and enforce law. When it banned illegal mining in Karnataaka more recently, it was upholding law and ignoring justice. For, as a consequence of its order, thousands of people employed in the mining sector stand to lose their jobs and livelihood. Illegal mining was permitted or tolerated by the executive for its own private agenda. But, when the mines are closed, the backlash of people’s anger is directed towards the court.
The executive now turns back and asks the court to get off its turf, as in the following case reported by J Venkatesan in The Hindu (14-8-11)

When sisters tie Rakhi to their brothers, as they did on August 14, 20011, they are thanking, or asking for, providing protection to them. Apart from brothers, the ritual is also extended to close relatives, friends and neighbours and a concept of Rakhi brother has emerged. Now there is a third categories of Rakhi brothers – those who eve-tease and harass the girls. Such girls believe that tying Rakhis to such boys can make them Rakhi brothers and keep them off their backs. Two such instances during the Raksha Bandhan day last week come from north and south of the Vindhyas. Now, instead of allowing to feed on itself, spouses hire detectives to spy on their partners or resort to electronic evesdropping or, as detailed in the report, titled Infidelity tests are now a common affair, by Neha Bhayana in The Times of India (31-7-11), they go in for DNA testing. A critical part of modern education is the evaluation of answer-scripts of examinations and allotting marks or grades. This function was opaque and subject of much heartburn among students who expected high marks and got less than their expectations. In this context, there is a story doing the rounds that a certain teacher who was more addicted to smoking and drinking than his teaching responsibilities. He would bring the bundle of answer sheets, draw a line on the floor beneath the ceiling fan and throw the answer sheets towards the running fan. Those which fell to the right of the line were passed with gradation of marks above the pass line at random and similarly fail sheets that fell to the left of the line. There are other similar stories of evaluating papers. Now, things are set to change with the Supreme Court stepping in.

This is no longer true of both womb and tomb. There are now tomb raiders to salvage skeletons for use in medical colleges and may be also for dark rituals. But, what is more disconcerting is widespread foeticide to abort the girl child, which can be determined through modern technology, in favour of male children. This has raised serious concerns regarding the imbalance between males and females in the population of India. Now there are moves to make foeticide equal to murder, as noted below.

Who Should be called Doctor?

The Parliament Privileges Committee may or may not punish actor Om Puri for calling the MPs ‘anpadh’ (uneducated) and ‘ganwaar (illiterate). Parliament data, however, reveals that he was factually wrong, though some may agree to the spirit of his remarks. Member in both the Houses of Parliament have given Privilege notices against actor Om Puri and Kiran Bedi.

Om Puri had launched a blistering attach last week on politicians from the stage of Ramlila Maidan where Anna Hazare was sitting on hunger strike against corruption. After the Privilege notice, he has explained that he had said the two words in the heat of the moment. “If they find this objectionable, I am ready to apologise”.

Fortunately Anna Hazare’s struggle for his Jan Lokpal didn’t result in riots and destruction of property or killing. Britain, which saw widespred riots in London and other cities earlier in August, saw widespread destruction of property and also loss of lives. The blame for the rapid mobilisation of rioters has been ascribed to internet communication thrugh socia media. In Anna Hazare’s case also social media played an important role in mobilisation of support. So, the authorities are now thinking of gagging social media to control the spread of protests or riots. But there are those who argue that social media is a double-edged weapon that can work for trouble makers as also for trouble breakers, as noted in in an article titled “Horsemen of London apocalypse?”  by Adarsh Matham, a tech geek, in The Sunday Express Magazine (21-8-11) and excerpted after the London-datelined report below.

Are We Abusing RTI?

They say that knowledge or information is power because you can make informed decisions on issues. So, it was the style of old rulers to keep the subjects out of information or education. Presently citizens think that governance is not a cloistered virtue and you can have transparency combined good and efficient governance. Our Right to Information Act is based on this and its operation over the past couple of years has increased the transparency of administration and put it beyond mystery. Two days ago this website focused on Supreme Court’s ruling on giving access to answer sheets to students within a fixed time limit. At the same time the court has cautiond against abuse of RTI access, as reported by J Venkatesan in The Hindu (14-8-11) and excerpted below.
